Admiralty - Skill to Build Ships?? NOT!

I already posted this but no one has answered and it's totally got to be a bug...

I have a Marshall, with the skill Level 1 Admiralty. I go to the coast. The build ships button doesn't work (it's greyed out). I try differnet parts of the coast, I try clicking the water - nothing.

Am I missing something - what do I have to do?

Read the tooltip - it says what the skill gives you.

I may be mistaken, but I think you have to camp before the shore. Then the ship button ungreys. Coul you tell us if it works ?

yeah you have to camp close to the shore first and then you can build a ship.

What? I never had to do that. I just right-clicked the water, and the army pretty much walked off the land and a ship appeared.

right. but clicking in the water will cause nothing in my game. i have to click on a port and then a ship appears and the army embarks. strange...
