what or where are docks...? I've been trying to figure this out because I want to build one of those better dock thingies except it says I don't have a dock and I'm thinking hmmmm......

First you need a coastal prov with fish, than you can build a fishmarket and upgrade it to docks. After that, the harbour and admirality is buildable.
