I can understand the need to place a limit on the number of books you can have, but recently I played a game in which i conquered a province, and then had a spy in my court raise nostalgia ( he was quickly booted from the court after that, since I only had one cleric) this caused the nostalgia factor in the province to be 15. This means it would take 1500 books to adopt the population. since it's impossible to acquire that many books, i've been forced to just wait it out.
