Templers are located in the middle of France and central Spain.

Check political view, click at helmet, click at templars and you'll see where they are available:
Franconia, Lorraine, Champagne, Orlean, Auvergne, Toledo and I guess that also Burgundy, Alsace and Pfalz

PS: their regulaar price is 2000. They are only province special unit which can never be as cheap as "normal" units

yes, but you have to hire them at an increase price
i cant find a place where u can purchase them at the regular price

sa I have already said. Their regular price is 2000, nowhere they can be cheaper, since they are not regional specific unit for neither of regions, they can be only province special unit
by region I mean larger areas like french lands, german lands, central european lands etc, by province Lorraine etc.
