On my title screen, I see 1.02.1489. I thought I updated it...

Is this up to date?

(I have the EU Version)

I have a russian game version with the same number - 1.02.1489.
Will the russian patch v1.03 work properly with this version?

(I have an extremely slow internet connection, so I need some advice before downloading the patch!)

your version isn't patched. use http://download.sunflowers.de/KoH_Patch_0103.exe tp patch it
if you run into problems, look in this thread:

your version isn't patched either. but you must use the russian patch http://download.sunflowers.de/KoH_Patch_103b_RUS.exe
