Can't win?

I'm in a strange situation now.

There are only five countries left in a solo game and the "Claim the Title" button is greyed out. It's frustrating since I am "harmonious" with all the other countries and I should be able to walk away with the voting. :bash:

Is there a minimum number of countries I need? And if so how do I get them in this game?

Did you already claim your title? If so you can't do it again.

I think that there is a long time delay, but you can try to claim again. HAve not tried this out myself yet.
