how to get rid of war exhaustion?

ive been playin for a while but my rebel percentage is always negative because the town is exhausted by war..how do u minimise this?

The people demand peace. The best way to give them peace is to sign peace-contracts with all your enemies. Look at the political map to see with whom you are at war.
Once peace is achieved the war exhaustion will be gone within seconds. Then you can start a full-scale war again. :knight:

A negative rebel % is good. You probably mean you are getting rebels, which occurs when you have a positive percentage.
