I think annexing shouldn't have the whole "if they are smaller than you or if they are a vassal." It should be "if they are a vassal." I have had 103 provinces and had a merchant in another country. That country had 1 province. yet I couldn't annex it. It seems they must be a vassal to do so. Someone correct me if I'm wrong. :bash:

Yes, you can only annex your vasalls.
Declare war on them, frighten them a bit and vasallize them. Then you can annex them.
