Marshal healing skill broken?

How does the healing skill work for Marshals?
I've bought level 3 healing skill for my Marshals, but never seen it do anything.
I've tested with them sitting in cities, sitting out of the cities or camped, etc. but I never see the units (men count) health bar move, which makes me wonder....
Is the skill broken?
Or does it only help them when in battles?

The healer-skill will do it's magic at the end of a battle. If the battle is won the skill will instantly restore some of the troops with the amount depending on the skill level.
