I don't know about you guys, but whenever I try to claim my title for ultimate emperor, all of the kingdoms always vote against me. And when I look over the portraits of each ruler to see their reason, it's all positive, i.e. Germany likes you because you have good diplomatic relations. Germany likes you because you have an alliance. Etc. All of them had something positive to say about me, but all voted 'nien' :-P

Can someone explain this to me?

you need to have certain amout of positive points (I think it is total of +5) so if you have 6+ and 2- you won't be elected.

Also when you claim it is harder to be elected because they vote euther for you or against.

I usually get elected for the emperor with the normal elections.Even one vote for you you can get the title.I like it better when there are more but....

Sometimes even when you get 1 vote, you don't get elected, and somethimes nobody votes for you, and you get elected. I think it's the points above the rulers heads decide, and you have to have two thirds of the points.

No, but it happened to the AI, meaning that it could hapen to you.

I think it's easier to claim the throne because there's no competition. You just make sure you are allies with and have harmonious relations with the top 7 countries and aren't at war with them or their allies.
