Spies in Papacy

My spy is a merchant governing Rome. The spy has 5 stars and i try to make Rome a new kingdom but i cant (i have tryed for 20-30 times) That is realy weird. If my 5 star spy is in a other country governing a province then it becomes a new country in the first try!!! But i cant make Rome a new kingdom!!! wtf :angry:

When you reload the game and try to take the same action the dices will always give you the same result. That's this way since the patch.
Try to wait a minute after reloading.
