Can i from Turnovo,Dobrudja and Bdin in Late to make Bulgaria!

I believe you can. I played once with Tarnovo (for an AAR), but then my comp formatted and I couldn't reach uniting Bulgaria. But at least with Tarnovo I'm sure you can. For the others you could check in the quest files eventually or search for such threads here in the forum...

I think I heard that you need to be a Byzantian vassal, I'm not sure it's true.

I think that this is not true.I have see the most of the forums and one Man sayd that he start with Bdin and than became a Bulgaria.But i dont know how.I think i must conquer Turnovo and Dobruja.And thanks for help.If it isnt work i will try.

After a quick search in the forum, this post (http://forum.sunflowers.de/showpost.php?p=95316&postcount=19) says:

"Bulgaria
for kingdoms: Bdin, Dobrudzha, Turnovo
needed religion: orthodox
provinces: Bulgarian provinces, total of 3
not existing kingdoms: Bulgaria, Dobrudzha, Turnovo, Bdin, Moesia, Karvuna"

So, basically, you need to play as Bdin, Dobrudzha or Turnovo, be Orthodox, have 3 Bulgarian provinces (Moesia, Dobrudzha(Karvuna) and Bdin) and the following kingdoms should not exist: Bulgaria, Dobrudzha, Turnovo, Bdin, Moesia, Karvuna.
